About the Speakers
Robert G. Trusiak, Esq.

Mr. Trusiak served as an Assistant U.S. Attorney in charge of the civil health care fraud unit of the U.S. Attorney’s Office, Buffalo, NY. Mr. Trusiak prosecuted civil and criminal cases on behalf of the United States of America involving health care fraud, Department of Defense fraud, HUD fraud, grant fraud, VA fraud, ERISA violations, Tax fraud, Securities fraud, Customs violations, USDA violations, and all forms of procurement fraud. He also served as Chief Compliance Officer at a large health care provider, caring for over one million patients annually, where he managed the internal Compliance team, litigation teams of outside counsel, litigated administrative and contractual actions, ensured regulatory and statutory compliance, including Medicare Secondary Payor and HIPAA, and resolved matters involving accrediting and enforcement entities as well as individual matters. Mr. Trusiak also is an Adjunct Professor, University of Buffalo, teaching a graduate level course entitled “Health Care Fraud and Abuse.” Mr. Trusiak also was an Assistant County Prosecutor, Cuyahoga County, Ohio (Cleveland, Ohio), in which he prosecuted more than 50 trials involving homicide, rape, assault, and multiple kilogram drug offenses.
Jay Roorbach
Senior Emergency Planning Coordinator

Jay coordinates planning for emergencies that affect operations of the University, organizes and leads the overall University response strategies when emergencies happen, and ensures continuity of business services, instruction, and research. He designed, built, and currently leads the UB Incident Management Team and Emergency Operations Center. Jay has over 20 years of experience in emergency management and preparedness, regulatory compliance and enforcement, and hazardous materials management in the federal, state, military and civilian sectors.
Jay has a master’s degree in Higher Education Administration from UB and has a BS in Management from Upper Iowa University, was a certified U.S. Army Instructor, and has formal training in emergency management, incident command and investigation, and hazardous materials management.
